TO THE PUBLIC OPINION

WE DEMAND THE PENITENTIARY AND CEREC AUTHORITIES TO IMMEDIATELY AUTHORIZE THE VISIT OF THE PRISONER ELENA YPARRAGUIRRE TO HER HUSBAND DR. ABIMAEL GUZMÁN REINOSO WHO IS IN A SERIOUS STATE OF HEALTH.

The National Committee of Political and War Prisoners of Peru urgently ask the corresponding authorities to expeditiously authorize the visit of Professor Elena Yparraguirre, a prisoner at the Virgen de Fátima EP, to attend her husband, Dr. Abimael Guzmán who is serving a life sentence in the military prison of the Naval Base of Callao.

The pandemic cannot be an obstacle to carry out an act of humanity. Beyond the rights that every prisoner has, and knowing that in reality all his rights have been especially denied to him, it is not possible that within days of commemorating the bicentennial of independence, and when the clamour for democratization of society, as well as a rejection of authoritarian and discriminatory practices of those who hold power for decades, this reasonable request is disregarded.

Every human being has the right to be assisted in his poor health, especially in his condition as a prisoner of almost three decades, an older adult who is kept in solitary confinement; and although he has endured it by transforming adversity into strength, without ever complaining, we political prisoners demand that something elementary and basic for every human being be procured for him: the company of his only relative, his beloved wife.
